TikTok Creator Network Content Monetization Policy

1. Introduction

1.1 TikTok thanks you for your contribution to the TikTok LIVE content ecosystem and is sharing this policy so that you better understand your role in developing high quality content on TikTok LIVE.
1.2 This Policy is subject to and supplemented by the Creator Network Code of Conduct. Terms defined in the Creator Network Code of Conduct have the same meaning as used in this Policy, unless otherwise described. In the event of any conflict between the provisions of this Policy and the Creator Network Code of Conduct and/or other TikTok Policies, the terms of this Policy take precedence, solely to the extent of such conflict.
1.3 We remind you that, pursuant to your LIVE Services Agreement ("LSA") with TikTok, you are obliged to ensure that your creators will comply with TikTok's Terms of Service, Community Guidelines and any other applicable policies, rules, terms and conditions issued by TikTok from time to time. Your LIVE Services Agreement incorporates the Creator Network Code of Conduct and you are responsible for ensuring that your creators understand any obligations in that policy that may impact their go-live and monetization opportunities. The fee you receive from TikTok will reflect any violations by your creators of our platform-wide policies and the Creator Network Code of Conduct.
1.4 You are reminded that the Creator Network Code of Conduct requires you to manage LIVE creators in line with such policy. Your creators are prohibited from coercing, encouraging or soliciting gifts or access to exclusive content and they may not post, upload, stream or share any content that breaches the Community Guidelines. Where they invite other creators to participate in their content, they are responsible for the contributions made by such third parties.
1.5 Your creators benefit from continued guidance and training from you. From time to time, your TikTok business partner will update you on trends in violations of Community Guidelines and other content related TikTok Policies by the LIVE community in your region. We expect you to manage your creators actively to avoid them contributing to such trends.

2. Priority Remediation

2.1 Pursuant to this Policy we set out our expectations in relation to content that requires priority remediation. You are expected to provide guidance and training to avoid your creators from producing content that falls under the following two categories: "Content Safety Violations" and "Content Violations in Group LIVE". Where any of your creators has produced content in either of those categories, we expect you to prioritise these creators for closer management and redirect them to produce appropriate content. In addition, your Creator Network fee and Creator Network Task Bonus will be subject to the provisions of section 3 below.
You acknowledge and agree that TikTok has sole discretion to determine that a livestream constitutes Content Violation under this Policy.

Content Safety Violation
2.2 For the purpose of this Policy, Content Safety Violations include but are not limited to:

(1) Minor safety
a. Sexual exploitation of minors: CSAM (Child Sexual Abuse Material) or sexual exploitation of a minor. Sexual exploitation of minors includes any abuse of a position of power or trust for sexual purposes, including profiting financially, socially, sexually, or politically from exploiting a minor. CSAM is defined as any visual depiction of sexually explicit nudity or conduct of a minor, whether captured by predatory adults, peers or self-generated by minors.
b. Grooming behaviours: Grooming behaviors are those in which an adult builds an emotional relationship with a minor in order to gain the minor's trust for the purposes of future or ongoing sexual contact, sexual abuse, trafficking, or other exploitation. These behaviours may include flattery, requests for contact on or off platform, requests for personal information, solicitation of minor sexual abuse material, sexual comments, etc.
c. Nudity and sexual activity involving minors: overtly revealing of breasts, genitals, anus, or buttocks, or displaying sex acts involving minors.
d. Physical and psychological harm of minors: physical abuse involving minors, neglect, child endangerment, and psychological disparagement.

(2) Adult nudity and sexual activities
a. Streaming contents showing, promoting, or engaging in any sexual contact that happens without the consent of everyone involved in the activity, including rape and molestation.

b. Streaming content that depicts, promotes, or glorifies sexual solicitation, including offering or asking for sexual partners, sexual chats or imagery, sexual services, premium sexual content, etc.

c. Nudity and sexual activity involving adults: overtly revealing of breasts, genitals, anus, or buttocks, or displaying sex acts involving adults.

(3) Illegal activities and regulated goods
a. Criminal activities, which include but are not limited to human exploitation (human trafficking, domestic servitude, etc).
b. Regulated goods: promotion or trade of firearms (firearms, firearm accessories, ammunition or explosive weapons), drugs, and other controlled substances.

(4) Violent extremism
a. Streaming statements of intent to inflict physical injuries, and violence on an individual or a group.
b. Promoting or engaging in violence, including terrorist organizations, organized hate groups, criminal organizations and other non-state armed groups that target civilians.

Content Violations in Group LIVE
2.3 Group LIVE involves three or more creators appearing together and taking turns to showcase their talent. There must be a host for the entire LIVE, either appearing in the LIVE itself or doing a voiceover. Group LIVE incur risk that one or more participants of the group are influenced to perform or contribute to the livestream in a way that is adverse to their interests. For the purpose of this Policy, the following is a Content Violation in Group LIVE where creators aim to entice viewers to send gifts by using inorganic interactions that boost platform traffic and engagement, or the content that may not be suitable for all audiences is ineligible. Such behavior should include:
(1) Content that features behavior or activities seeking gifts from viewers using methods that are inauthentic, baiting, or low interaction.
(2) Performing actions that are demeaning/reckless in exchange for gifts.
(3) Content depicting adult(s) whose behavior is intended to provoke sexual arousal, including content showing adults engaging in intimate kissing, sexualized framing, or sexualized behavior.
(4) Content showing semi-nudity of adults, such as wearing only nipple covers or underwear that does not cover the majority of the buttocks.

Begging Content Violation

2.4 For the purpose of this Policy, the following is Begging content violation in violation of TikTok Policies:

(1) content that shows people with illnesses or disabilities on LIVE in exchange for likes, comments, shares, or gifts from viewers.

(2) content or behaviours where creators leverage personal financial needs or causes for Gifts, without other authentic engagement or interaction.

Static Imagery with Low Visual Quality Violation

2.5 For the purpose of this Policy, Static Imagery with Low Visual Quality includes but is not limited to:
(1) Static, text-based or motionless images;
(2) Poorly illuminated LIVE without a visible subject or object;
(3) Fixed footage filming a static subject, object, or outdoors

3. Violation Consequences

A. General

3.1 Pursuant to your LSA, TikTok is entitled, at its sole discretion, to determine the consequences of inappropriate management of your creators. This may include termination of your LSA and/or deductions to Creator Network Task Bonuses under Fee Policy of LSA.

a. Where consequences of inappropriate management happen in any and all categories:

(1) the calculation for each category will be made without considering deductions to Creator Network Task Bonuses in another category.

(2) the maximum deductions for any calendar month will reduce the Creator Network Task Bonus to zero; it will not produce a negative Creator Network Task Bonus balance (i.e. It will not result in a requirement for your Creator Network to make payment to TikTok or start any calendar month with a negative balance).

b. The calculation of the total number of Content Violations within your Creator Network for a calendar month is subject to the results of any of your creators in that month and any appeals that have been resolved in the favour of such creator by the 5th day of the following month will not be included in any Content Violation calculation. But for Content Violations in Group LIVE, one counted Content Violation is subject to the appeal result by relevant creators upon the LIVE ending.

B. Content Safety Violation

If, in any calendar month, any of your creators produces a Content Safety Violation ("Violative Creator"), the consequences are as follows:

3.2 All Creator Networks: TikTok may deduct any and all Creator Network Task Bonuses associated with the specific creator, and publish a private warning to you.

3.3 Small Creator Networks: Creator Networks with 200 go-live creators or less in a given month are considered Small Creator Networks. In addition to the consequences of 3.2 above, where there are more than 3 Violative Creators in the network in a given month, the following will apply:

(1) When the monthly Highest Severity Violation Rate and Number are in the Tier 1 range (as stipulated under Appendix), then the deduction amount of Creator Network Task Bonus will be 3 times the bonus associated with Violative Creators; or

(2) When the monthly Highest Severity Violation Rate and Number are in the Tier 2 range (as stipulated under Appendix), then the deduction amount of Creator Network Bonus will be 5 times the bonus associated with Violative Creators.

3.4. Large Creator Networks: Creator Networks with more than 200 go-live creators will be considered Large Creator Networks. Higher standards are expected of Large Creator Networks and the consequences will be greater. In addition to the consequences of 3.2 above, where there are more than 3 Violative Creators in the network in a given month, the following will apply:

(1) When monthly Highest Severity Violation Rate and Number are in the Tier 2 range (as stipulated under Appendix), then the deduction amount of Creator Network Task Bonus will be (2) times the bonus associated with Violative Creators; or

(3) When the monthly Highest Severity Violation Rate and Number are in the Tier 3 range (as stipulated under Appendix) , then the deduction amount of Creator Network Bonus will be 5 times the bonus associated with Violative Creators .

3.5 When the number of Violative Creators is in the Tier 1 range (as stipulated under Appendix) in a given month in a creator network (regardless of the scale), the deduction amount of Creator Network Task Bonus will be 2 times the bonus associated with Violative Creators. Please be aware that only the higher amount specified under either section 3.5 or under section 3.3/3.4 (depending on the creator network scale) will be deducted.

The cap deduction amount under sections 3.3, 3.4 and 3.5 will be 50% of the Creator Network Task Bonuses in the corresponding month.

The deduction period under 3.B will be from the 1st day of the month to the day of the LIVE session where the last violation was conducted.

C. Content Violations in Group LIVE
3.6 General: In the event that there is a single Content Violation in a Group LIVE created by any of your creators in any given month, TikTok is entitled to deduct the fees associated with such LIVE room from the Creator Network Task Bonus payable that month.
3.7 Multiple Content Violations:

  1. In the event that Content Violations in Group LIVEs are no less than three within one creator account in any given month based on TikTok's notice to Creator Network, TikTok is entitled to deduct the fees associated with such accounts from the Creator Network Task Bonus payable that month.
  2. In the event that no less than five of your creators generates Content Violations in Group LIVE in any given month, TikTok is entitled to deduct 2 times the Creator Network Task Bonus generated from all accounts which generate violating content, and 5 points will be deducted from your Creator Network Health Score (as described in the TikTok Creator Network Management Policy).

D. Begging Content Violation

If, in any calendar month, any of your creators produces Begging Content ("Violative Creator"), the consequences are as follows:

3.8 All Creator Networks: the Violative Creator will be removed from your creator network, and TikTok may deduct any and all Creator Network Task Bonuses associated with the specific creator.

3.9 Small Creator Networks: Creator Networks with 200 go-live creators or less in a given month are considered Small Creator Networks. In addition to the consequences of 3.8 above, where there are 3 or more Violative Creators in the network in a given month, TikTok is entitled not to pay the Creator Network Task Bonus of the month, terminate the agreement with creator network, or deduct 50 health score points (if launched).

3.10 Large Creator Networks: Creator Networks with more than 200 go-live creators will be considered Large Creator Networks. In addition to the consequences of 3.8 above,

(1) where there are 3 or more Violative Creators in a given month, the deduction amount of Creator Network Task Bonus will be 3 times the bonus associated with Violative Creators, and deduct 5 or 10 health score points as the case may be (if launched).

(2) where there are 10 or more Violative Creators in a given month, TikTok is entitled not to pay the Creator Network Task Bonus of the month, terminate the agreement with creator network, or deduct 50 health score points (if launched).

[Note: Monthly Highest Severity Violation Rate: the number of Violative Creators in the creator network in the corresponding month/the monthly go-live creators in the creator network in the corresponding month.]

E. Static Imagery with Low Visual Quality Violation
If, in any calendar month, any of your creators produces static imagery with low visual quality ("Violative Creator"), the consequences are as follows:


3.11 All Creator Networks: TikTok will
(i) remove the Violative LIVE's duration from the Violative Creator's monthly LIVE duration in the calculation of the Creator Network task bonus;
(ii) deduct the Creator Network task bonus associated with the Violative LIVE;
(iii) remove Violative Creator from Creator Network and TikTok may deduct any and all Creator Network task bonus associated with the Violative Creator. This applies to Violative Creator with 6 or more violative LIVE streams.


3.12 Small Creator Networks: Creator Networks with 200 Active Creators or less in a given month are considered Small Creator Networks. In addition to the consequences of 3.11 above, TikTok will deduct 5 x Creator Network task bonus associated with the Violative Creators and deduct health score, if the number of monthly Violative Creators is 5 or more.
Active Creators: The creators who went LIVE, excluding those who have quit the Creator Network or went LIVE only as a guest during multi-guest.


3.13 Large Creator Networks: Creator Networks with more than 200 Active Creators will be considered Large Creator Networks. In addition to the consequences of 3.11 above, if the Creator Network meets either one of the thresholds below: TikTok will deduct 3 x Creator Network task bonus associated with the Violative Creators and deduct health score. If the Creator Network meets both thresholds below: TikTok will deduct 5 x Creator Network task bonus associated with the Violative Creators and deduct health score.
(i) The percentage of Monthly Violative Creators among all Monthly Active Creators is 2% or more; or/and
(ii) The percentage of Monthly Violative Creators' collected Diamonds among all creators is 10% or more.
